Het ‘Bilbao-effect’ vindt zijn oorsprong in 1997, toen het Guggenheim Museum Bilbao werd geopend in de destijds sombere Baskische stad Bilbao. De komst van dit unieke gebouw zette Bilbao opnieuw op de kaart en veranderde de stad in een toeristenmagneet.
De heropleving van een stad dankzij één opvallend gebouw is sindsdien bekend geworden als het ‘Bilbao-effect’. Wereldwijd volgden veel steden met succes dit voorbeeld.
